What is a Government Gateway user ID?

A Government Gateway user ID is a unique sign-in identifier, up to 12 characters long, used with a password to access HMRC and certain other UK government online services.

It helps identify the account you use for services such as Self Assessment, Corporation Tax, VAT and PAYE. You may also need to complete an additional security check when signing in.

Government Gateway is gradually being replaced by GOV.UK One Login, but existing Government Gateway credentials remain valid for services that still use them.

The essentials

Government Gateway user ID explained

Your Government Gateway credentials allow HMRC to recognise your online account and help protect sensitive tax information.

Your unique identifier

Your Government Gateway user ID contains up to 12 characters. It is separate from your National Insurance number, UTR and Companies House authentication code.

Secure account access

You sign in with your user ID and password, with additional verification where required. Keep your credentials private.

Access tax services

Government Gateway is still used for various HMRC services, although GOV.UK One Login is being introduced progressively.

Locate your details

Where do I find my Government Gateway user ID?

If you already have a Government Gateway account, the first place to look is the email address you used when registering.

Search your email inbox

Search for "Government Gateway", "user ID" or registration confirmation. Check archived emails and junk folders as well.

Check your saved login details

Look in your password manager or any secure record where you stored the user ID when you first registered.

Use the official recovery process

If you cannot find your ID, visit HMRC's sign-in page and follow the forgotten user ID instructions. The verification steps depend on your account.

Official HMRC link: Sign in to HMRC online services. Always check that the website address ends in gov.uk before entering your credentials.
Account recovery

Forgotten your Government Gateway user ID?

If you've lost your Government Gateway user ID, you may be able to recover it without creating another account.

If you've forgotten your user ID

  • Check the email account originally used to register.
  • Open the official HMRC sign-in service.
  • Select the forgotten user ID option when available.
  • Complete the identity and security checks requested.

If you've forgotten your password

  • Open the relevant Government Gateway sign-in page.
  • Select the forgotten password option.
  • Provide your registered details and verification information.
  • Create a new password when instructed.
Important: Do not immediately create a second account simply because you cannot find your existing user ID. Your tax services may be linked to the original account. Try recovery or HMRC support first.

For official instructions, see HMRC help with signing in.

New users

How do I create a Government Gateway user ID?

If you are registering for HMRC online services for the first time, the registration process will direct you to the appropriate sign-in method.

Visit HMRC online services

Go to the official GOV.UK HMRC sign-in and registration page.

Choose to create new sign-in details

Select the registration option and follow the instructions for the tax service you need.

Follow the account setup process

You may be directed to GOV.UK One Login or Government Gateway, depending on the service and your circumstances.

Complete security verification

Verify your email and provide any other information or identity evidence requested.

Store your sign-in details securely

If you receive a Government Gateway user ID, save it securely alongside your account recovery information. Never share your password or security codes.

2026 update: New individual HMRC customers have been introduced to GOV.UK One Login since February 2026. Do not assume that every new registration will generate a Government Gateway user ID.
The changing login system

Government Gateway vs GOV.UK One Login

Both systems provide secure access to government services, but they use different sign-in details and are not interchangeable for every service.

Feature Government Gateway GOV.UK One Login
Sign-in identifier User ID of up to 12 characters Email address
Password Yes Yes, or other supported sign-in methods
HMRC services Existing supported services Services enabled for One Login
New registrations Still used where required Being introduced to new users
Future position Being phased out over time Intended replacement
Existing users Continue using it until instructed otherwise Use where the relevant service supports it
Do I need to switch? HMRC advises existing users to continue with their current sign-in details until they are prompted to change. Having a GOV.UK One Login for another government service does not automatically replace your Government Gateway credentials for HMRC.

Read the official HMRC One Login transition guidance, or see our GOV.UK One Login guide.

HMRC services

What can you use a Government Gateway user ID for?

Depending on your account type and the services you have registered for, Government Gateway credentials may be used for:

Self Assessment

Access supported Self Assessment services, manage returns and review tax information.

Corporation Tax

Access business tax services and manage relevant Corporation Tax obligations.

VAT

Access VAT services and authorise compatible Making Tax Digital software.

PAYE for employers

Manage employer-related HMRC online services and payroll tax information.

Business tax account

View tax services linked to your business and manage available online functions.

Tax agent services

Authorised agents may use relevant Government Gateway and agent account credentials.

Not every service uses the same sign-in route. Some government services require separate accounts, and access may depend on whether a tax service has been added to your account.

Troubleshooting

Common Government Gateway login problems

These are some of the most common access issues and the appropriate next steps.

Problem Recommended action
Forgotten user ID Search your registration emails and use the official forgotten ID process.
Forgotten password Use the password reset option on the relevant sign-in page.
Lost access to phone Follow HMRC's access code recovery instructions to change your verification method.
Account locked HMRC states that accounts locked after repeated incorrect attempts unlock after two hours.
Tax service missing Check whether the service is linked to the correct account and whether enrolment is required.
Multiple accounts Identify which account is linked to the relevant tax service before registering again.

For technical access problems, use HMRC online services technical support.

Avoid confusion

Is a Government Gateway user ID the same as a UTR?

No. Your Government Gateway user ID identifies your sign-in account. Your Unique Taxpayer Reference (UTR) identifies you or your business for particular tax purposes.

Government Gateway user ID

Used to sign in to supported government online services. It is a login credential rather than a tax reference number.

Unique Taxpayer Reference (UTR)

A 10-digit tax reference used by HMRC, including for Self Assessment and Corporation Tax records.

How to get a UTR number →

A Government Gateway user ID is also different from a National Insurance number, a PAYE employer reference and a Companies House authentication code. Each serves a separate purpose.

Frequently asked questions

Government Gateway user ID FAQs

Quick answers to common questions about finding, using and recovering Government Gateway credentials.

What is a Government Gateway user ID?

It is a unique sign-in identifier of up to 12 characters used with a password to access HMRC and certain other government online services.

How do I find my Government Gateway user ID?

Search the email address you used when creating the account, check your password manager, or use the forgotten user ID option through the official government sign-in service.

Is a Government Gateway user ID always 12 digits?

No. HMRC currently describes Government Gateway user IDs as having up to 12 characters. Do not assume that every ID must contain exactly 12 digits.

Can I recover my Government Gateway ID without my email?

Recovery can be more difficult if you cannot access your registered email address. Follow the recovery instructions for your service and contact the relevant official support team if necessary.

Is Government Gateway being replaced?

Yes. GOV.UK One Login is gradually replacing older government sign-in methods, including Government Gateway. Existing HMRC users should continue with their current credentials until directed to change.

Can I use GOV.UK One Login instead of Government Gateway?

Only where the relevant service supports it. Having a GOV.UK One Login for one government service does not automatically mean you can use it for every HMRC service.

Do I need a Government Gateway ID to file a tax return?

You need an accepted sign-in method to file through HMRC's online Self Assessment service. Depending on your circumstances, this may be Government Gateway or GOV.UK One Login. An authorised accountant may also file on your behalf using appropriate agent access.

Can my accountant use my Government Gateway login?

Your accountant should normally use the appropriate HMRC agent authorisation process rather than sharing your personal password and security codes. Authorisation allows an accountant to deal with permitted tax matters on your behalf.

Can I have more than one Government Gateway account?

It is possible to have multiple accounts, but this can cause confusion if different tax services are linked to different credentials. Check which account holds the relevant service before creating another.

What should I do if my Government Gateway account is locked?

HMRC says an account locked after too many incorrect sign-in attempts normally unlocks after two hours. If the problem persists, follow the official sign-in help guidance.
